tangled pr merge fails with 'Invalid target repo AT-URI' #11

When attempting to merge PR 3mfkhmqrg562f (Objective-C runtime FFI), the tangled CLI fails with:

Error: Invalid target repo AT-URI: at://did:plc:meotu43t6usg4qdwzenk4s2t/sh.tangled.repo/3mfkdl5hcvf22

The PR was created correctly and shows up in tangled pr list, and tangled pr review --approve works fine. Only tangled pr merge fails.

The code was already merged into main via git (commit 9baa697), so the PR branch content is on main. The PR just cannot be closed through the CLI.
