Tangled CLI: pr merge fails with 'Invalid target repo AT-URI' #16

When trying to merge PR 3mfkhmqrg562f via tangled pr merge 3mfkhmqrg562f, the CLI fails with:

Error: Invalid target repo AT-URI: at://did:plc:meotu43t6usg4qdwzenk4s2t/sh.tangled.repo/3mfkdl5hcvf22

The PR's target field contains at://did:plc:meotu43t6usg4qdwzenk4s2t/sh.tangled.repo/3mfkdl5hcvf22 @ main, but the CLI can't parse this AT-URI.

The code from this PR (Objective-C runtime FFI) was already merged to main locally (commit 9baa697), and the PR was approved via review, but cannot be closed/merged via the CLI.

Workaround: The PR may need to be merged via the Tangled web UI.
