Postgres for cache directly, no valkey needed #7

Implement a new cache through the trait, that uses the same postgres db. Tune correctly and use triggers for ttl, yada yada.

closing this because it’s attempted in a branch, and postgres is nice and all but the cache syncing to multiple replicas (or lack thereof) is meh
